The 30-second answer
A Dutch or other EU citizen generally starts with EU free movement, but the Netherlands departure file may also involve BRP deregistration, Dutch tax residence, a protective assessment for substantial interests, pensions or annuities, DGA and company-management questions, health insurance, retained property and family documentation.
First identify the Dutch profile
Dutch citizen moving alone or with family
Non-EU family member or non-EU permit holder in the Netherlands
DGA or holder of a substantial interest
Employee continuing with a Dutch employer
Pension or annuity holder
Owner of Dutch property
Founder retaining a BV or management company
What changes because the move begins in the Netherlands
BRP deregistration
A person living outside the Netherlands for more than eight months within a twelve-month period should check the current obligation to deregister from the Personal Records Database, even if a Dutch home is retained. The resulting non-resident registration details should be kept accurate.
Protective assessment
The Dutch Tax Administration may issue a conserverende aanslag on certain deferred tax claims, including qualifying substantial interests, pension rights or annuities. The assessment, duration, deferral and events that trigger payment should be reviewed before distributions, transfers, surrender or restructuring.
DGA and BV management
A DGA moving personally to Cyprus should separate personal residence from the residence and management of the Dutch company. Salary, dividends, shareholder loans, signing authority and the place where decisions are made require coordinated Dutch and Cyprus advice.
Pensions and annuities
The mover should obtain an inventory of Dutch pension and annuity rights, identify any protective assessment and avoid changes or transfers before the Dutch and Cyprus consequences are understood.
Illustrative relocation story
Illustrative scenario — Sanne owns 100% of a Dutch BV and plans to move to Paphos with her partner. She will keep a Dutch apartment, has pension and annuity rights and wants the BV to continue serving European clients. The project requires BRP and Dutch tax instructions, a protective-assessment review, company-governance and salary planning, Cyprus residence registration, housing, KYC and evidence of where management actually occurs.
Before leaving the Netherlands
Review BRP deregistration and the foreign address
Obtain Dutch advice on residence and any protective assessment
Inventory substantial interests, pensions, annuities and shareholder loans
Review Dutch property and mortgage arrangements
Clarify employer or BV payroll and social-insurance treatment
Prepare family, school, employment and qualification documents
Arrange certifications and translations where required
Prepare banking and source-of-funds records
First 120 days in Cyprus
Before travel
Confirm each residence route, housing, insurance, schools, the Dutch tax instructions and the future governance of any BV.
First 30 days
Create a stable Cyprus address and evidence file, establish the work or company arrangement, activate utilities, track days and begin residence and tax implementation.
By month four
Complete the relevant EU registration or family/national process. A Dutch residence permit held by a non-EU national does not automatically transfer.
First tax year
Coordinate Dutch and Cyprus returns or certificates, protective-assessment compliance, salary and dividend decisions, retained-property income and company-management evidence.
Frequently asked questions
Can I keep my Dutch home?
Possibly, but it remains relevant to tax, financing and practical residence analysis even if BRP deregistration is required.
Does a protective assessment mean I pay immediately?
Not necessarily. The type of assessment, deferral and later triggering events must be checked in the specific Dutch file.
Can my BV remain Dutch while I live in Cyprus?
Potentially, but management, payroll, corporate residence, taxable presence and governance must be coordinated.
Can I move my pension to Cyprus?
No transfer should be made before reviewing the pension terms, Dutch protective assessment, treaty and Cyprus treatment.
