Direct answer: Yes. The Cyprus Migration Department has confirmed that applications to regularise the residence status of Belarusian nationals holding expired passports will continue to be accepted. What has Cyprus officially confirmed?
The Migration Department’s August 2026 announcement responds to the continuing practical effects of Belarusian Decree No. 278/2023 on nationals living outside Belarus.
The official Cyprus position is that:
applications for regularisation of the residence status of Belarusian nationals holding expired passports will continue to be accepted; and
provided all other applicable immigration requirements are met, a residence permit may be issued or renewed on the basis of the expired passport.
This is an important administrative solution for residence-status continuity. It is not a general declaration that an expired passport is valid for every legal, identification or travel purpose.
Which Cyprus residence routes are covered?
The announcement uses general wording about regularising residence status and does not publish a closed list of permit categories. The correct approach is therefore to identify the applicant’s actual route and confirm the current form, evidence and filing process for that category.
The expired-passport arrangement does not remove requirements concerning, where applicable:
the legal basis for residence;
financial resources or employment;
accommodation;
medical insurance and medical documents;
family relationship evidence;
clean criminal record documentation;
biometrics, presence or appointment requirements; and
fees, translations and certification.
What does the announcement mean for a child born in Cyprus?
The official notice contains a specific arrangement for a child born in the Republic of Cyprus to two Belarusian parents. In that situation, residence processing may proceed without a passport or other travel document for the child upon submission of a birth certificate issued by the competent authorities of the Republic.
Where one parent holds another nationality, the official notice indicates that the child’s passport issued by the country of that parent’s nationality will generally be required. The exact family facts, nationality evidence and current departmental practice should be checked before filing.
Can the applicant travel with the expired passport?
The residence announcement should not be relied on as confirmation of international travel-document validity.
Before any journey, the traveller must separately verify:
whether Cyprus departure controls accept the proposed documents;
the airline or carrier’s document rules;
entry conditions of the destination country;
transit-country requirements; and
the documents required for lawful return to Cyprus.
A Cyprus residence permit and an expired national passport perform different legal functions. A residence card does not automatically replace a valid passport for international travel.

A controlled application pack should normally distinguish the identity problem from the substantive residence route. Depending on the category, the file may include:
the expired Belarusian passport and complete colour copies;
the current Cyprus residence permit, ARC or prior application evidence;
the route-specific application form and supporting documents;
evidence explaining any name, transliteration or document-number differences;
Cyprus birth certificates and parental nationality evidence for a child case;
official translations and certification where required; and
a copy of the Migration Department announcement for reference.
What should applicants avoid?
Do not allow residence status to expire merely because the passport has expired without first checking the announced arrangement.
Do not assume that every residence route has identical forms or appointment requirements.
Do not book international travel on the assumption that the Cyprus residence decision makes the passport valid abroad.
Do not publish or send full passport scans through unsecured channels unless necessary and appropriately protected.
