Foreign Buyers and Cyprus Property: Proposed Acquisition Rule Changes

A foreign buyer may agree the property, the price and the payment plan, then discover that the purchaser structure or permission route creates a problem. That is why the legal structure should be checked before the contract becomes unconditional.

The problem

Cyprus has an established framework regulating acquisitions by foreign purchasers. Parliament is now considering proposals that could tighten how indirect acquisitions, beneficial ownership and certain categories of land are treated.

What is under review

The pending proposals include changes aimed at looking more closely at Cyprus companies and other structures used by foreign purchasers, as well as stronger controls around certain land categories and the Land Registry stage. Relevant parliamentary files include 23.02.066.208-2025, 23.02.066.210-2025 and 23.02.066.211-2025.

These are proposals. They are not yet law. The current acquisition and permission rules continue to apply unless and until legislation is enacted.

What this means for a buyer now

A transaction does not necessarily need to stop. It does need to be structured properly. Before signing, identify the purchaser nationality, the ultimate beneficial owner, the proposed ownership vehicle and whether current permission is required.

For longer completion periods, the contract should also deal sensibly with permissions and any material change in law so that the buyer is not locked into an impossible completion route.

Quick answers

Have the proposed rules already changed the law? No. They remain under parliamentary consideration.

Should a foreign buyer wait before purchasing? Not necessarily. The better approach is to confirm the current legal route and protect the contract against foreseeable permission or structure issues.
