A credible headquarters model normally requires people capable of performing the functions, appropriate employment or service contracts, usable premises, systems, equipment and access to the information needed for decisions. The required scale depends on the business, not a generic checklist.
Foreign-company risk
Moving managers to Cyprus may change where the foreign company is managed or create a Cyprus taxable presence, while the departure country may continue to assert residence or taxing rights. The Cyprus structure should therefore be coordinated with foreign corporate and treaty advice.
