British Passport Applications from Cyprus: The Two-Year Referee Rule
The two-year rule concerns the identity referee, not two years of remaining passport validity.
British citizens living in Cyprus may be asked to have another person confirm their identity when applying for a British passport. References to a “two-year rule” can be misleading: it ordinarily means the referee or countersignatory must have known the applicant personally for at least two years.
When is a referee or countersignatory required?
HM Passport Office requires a countersignatory for certain paper passport applications, including:
A first adult or first child British passport.
Replacement of a lost, stolen or damaged passport.
Renewal of a child’s passport where the child is aged 11 or under.
Renewal where the applicant’s appearance has changed so much that they cannot be recognised from the current passport.
For online applications, HM Passport Office may instead require someone to confirm identity digitally. Follow the requirements shown in the particular application; the procedures are not identical.
Who can confirm your identity from Cyprus?
A suitable referee must normally have known you personally for at least two years, be able to identify you and be a person of good standing or in a recognised profession. They must not be a relative, your partner, or someone living at your address. A purely professional or client relationship is not enough.
For applications made outside the UK, an eligible referee may hold a current British, Irish, other EU (including Cypriot), US or Commonwealth passport. For certain non-British or non-Irish passport holders, the application also requires a colour copy of the photograph page. Check the specific instructions before asking anyone to sign.
Does every adult passport renewal need a referee?
No. A routine adult renewal does not automatically need a countersignatory. The requirement depends on the kind of application and the identity checks HM Passport Office requests.
Practical steps before applying
Identify whether you are making a first application, renewal or replacement.
Check whether the process calls for paper countersigning or online identity confirmation.
Choose an independent, eligible referee early and check their passport details.
Use the latest HM Passport Office requirements rather than relying on a social-media headline.
