There is no single honest cost of living figure for Cyprus. Housing, air-conditioning, transport, schooling and lifestyle can change a Paphos budget substantially. Our transparent scenarios total €1,930 per month for one adult renting a furnished one-bedroom home and using buses, and €3,050 for two adults renting a two-bedroom home and running one car.
These are planning examples, not official averages. Replace every assumption with quotations and bills for the home and services you will use.
What the Official Figures Tell Us
The latest completed Cyprus Household Budget Survey, for 2023, reported mean annual household consumption of €43,263. Housing represented 27.5%, food and non-alcoholic drinks 14.5%, and transport 11.6%.
This is context, not a Paphos minimum-income target. It covers different household sizes, includes imputed rent for owner-occupiers, and excludes direct taxes and savings. The 2026 survey is underway, so there is no completed official 2026 benchmark.
Cyprus Statistical Service reported annual CPI inflation of 3.1% in June 2026. Food increased by 5.06%, housing and utilities by 5.60%, and transport by 8.26%. Recheck any older budget before committing.
Renting in Paphos
A live review on 28 July 2026 found one-bedroom asking examples of €950 in Agios Pavlos, €980 to €1,000 in Kato Paphos, €1,000 in Chloraka and €1,150 in Universal. Two-bedroom examples included €1,000 in Agios Theodoros and Kato Paphos, €1,150 to €1,300 in Universal, €1,200 in Chloraka and Kato Paphos, and €1,450 in Kato Paphos. Premium listings were higher.

Electricity, Water and Connectivity
Electricity has no reliable one-price monthly answer. Consumption, fuel adjustment, property size, insulation, air-conditioning, pools and solar hot water matter. Paphos water and sewerage charges vary by address and consumption. Confirm the latest bill, billing cycle and who pays each item with the Paphos District Local Government Organisation.
Current internet examples included Cablenet advertising 300 Mbps at €22 monthly and Cyta advertising 200 Mbps with telephony at €39.60. Verify coverage, installation, contract length and post-promotion pricing.
Food and Everyday Shopping

Listed essentials carry zero VAT from 1 January to 31 December 2026. A separate measure covers specified meat and fish from 6 April to 30 September 2026. Check eligible categories rather than assuming every food item qualifies.
Transport in Paphos
OSYPA lists Paphos fares of €2 one way, €6.50 daily, €50 for a personalised monthly pass and €500 annually. Buses may suit central routes, while villages, schools or irregular hours can make a car useful.
Official prices on 20 July 2026 were €1.485 per litre for 95-octane petrol and €1.595 for diesel. Also budget for insurance, road tax, maintenance, tyres, parking and vehicle finance.
Healthcare, Tax and Net Income
GESY is contribution-funded, not simply free healthcare. Rates include 2.65% for employees, pensioners and qualifying income earners, and 4% for self-employed people. Charges include €1 per pharmaceutical product, €6 for a referred outpatient specialist, €10 for diagnostic radiology and €10 for an accident and emergency visit. Eligibility is separate.
From 2026, the progressive personal income-tax bands are 0% up to €22,000, 20% on €22,001 to €32,000, 25% on €32,001 to €42,000, 30% on €42,001 to €72,000 and 35% above €72,000. Employee social insurance is 8.8% of insurable earnings, subject to the ceiling.

Families and Education
There is no responsible universal family total because childcare and education can dominate. Cyprus public education is free within the applicable age range, but investigate catchment, language support, transport, meals and activities.
As one provider example, Lumio Private School lists Grade 1 tuition for new parents at €8,600 for 2026/27. That equals €716.67 monthly for budgeting, but payment is termly and extras are excluded. It is not a Paphos average.
