Cyprus EU Blue Card Application Checklist for Employers and Applicants (2026)

A Cyprus EU Blue Card application should not begin with document collection. It should begin with the proposed job. The role, sector, salary, qualifications, employer and contract must fit the Blue Card route before certificates are ordered or forms are signed.

1. Confirm that the job belongs to the Cyprus Blue Card route
Cyprus currently accepts EU Blue Card applications for highly qualified employment in information and communication technologies, pharmaceutical research and shipping, excluding ship captains and crew. A senior title or high salary outside the listed sectors does not by itself create eligibility.
The employer should prepare a clear job description that matches the employment contract, the applicant’s qualifications and the business activity. Generic descriptions copied from another role create avoidable questions.
2. Check the salary and contract before signature
The current published minimum gross annual salary is €43,632. The contract or binding job offer should state the employer, employee, position, duties, gross remuneration, duration, place of work and commencement arrangements consistently. Benefits should not be used to hide a basic salary that does not meet the applicable threshold.
Employment terms must also be workable under Cyprus employment law. Immigration drafting does not replace proper notice, confidentiality, intellectual-property, data, probation and termination provisions.
3. Establish the qualification route
The applicant must prove the higher professional qualifications or professional experience required for the occupation and route. Degrees, diplomas, transcripts, professional licences, employer references and experience evidence should use names and dates that match the passport, curriculum vitae and contract.
Where a profession is regulated, immigration approval should not be confused with professional recognition or permission to practise. Any separate regulator or licensing requirement must be checked independently.
4. Use the current official forms and checklist
The Migration Department publishes the current EU Blue Card application form, supporting-document list and related declarations. The file should be prepared from that current set, not from a previous work-permit application or an old online checklist.

The employer and employment documents required for the proposed role.
The applicant’s valid travel document, entry evidence and identity records.
Qualification and experience evidence for the occupation.
The employer declaration concerning return costs where required by the current file.
Any representative authorisation and mailing-address declaration used in the application.
The current family-member forms and relationship evidence where family applications are filed.
5. Translate and certify foreign documents correctly
Documents submitted to the Migration Department must meet the current translation, certification and legalisation requirements. A document may be substantively correct and still be unusable because the translation, Apostille, consular legalisation, certification or validity period is wrong.
Names should be checked across the passport, degree, civil-status documents and employment records. Where spellings differ, the discrepancy should be addressed before filing rather than left for the examining officer to reconcile.
6. Keep the employer file consistent
The employer’s registered name, address, corporate records, beneficial ownership, business activity and signatory authority should be current. The job description must make sense for that employer. A technology role in a company whose records describe an unrelated activity requires explanation and, where appropriate, updated corporate or licensing records.

7. Plan entry, appointment and biometrics
Cyprus EU Blue Card applications are submitted only at the Migration Department headquarters in Nicosia. The applicant’s entry route, physical attendance, registration and biometric steps should be planned around the current procedure. Do not assume that a district immigration appointment can accept the file.
8. Prepare family applications as a separate workstream
Family reunification is one of the Blue Card benefits, but each family member still needs the appropriate application, passport, relationship evidence and supporting documents. The Migration Department publishes separate family-member forms. Family names, dates, addresses and intended arrival dates should match the principal applicant’s file.
9. Understand the official examination period
The official examination period is 90 days for a duly completed standard application and 30 days for a duly completed long-term-mobility application. These periods do not operate as a guarantee where information or documents are missing or insufficient.
Common filing problems
The role does not fall within a currently admitted sector.
The contract and application describe different duties, salary or commencement dates.
The qualification evidence does not establish the route relied on.
Foreign documents are untranslated, incorrectly certified or outside the accepted validity period.
The employer’s corporate activity and the proposed specialist role do not align on the evidence.
Family applications contain information inconsistent with the principal applicant’s file.
Frequently asked questions
Can the employer file the application without the applicant?
The employer can prepare and support the file, and an authorised representative may assist, but the applicant’s required attendance, registration and biometrics must be completed under the current procedure.
Is the €43,632 salary enough on its own?
No. The sector, role, qualifications, employer, contract and supporting evidence must also satisfy the Blue Card requirements.
Where is a Cyprus EU Blue Card application filed?
The Migration Department states that applications are submitted only at its headquarters in Nicosia.
Can family members file at the same time?
Family applications may be coordinated with the principal file where the procedure permits, but separate forms and supporting evidence are required for each person.
