Moving to Cyprus in 2026: Entry, Residence and Route Checklist

Moving to Cyprus is not one application. Entry permission, residence, work, property, healthcare and tax each have their own rules. The right route depends on nationality, family, intended activity, income and timing. Start there. Do not start with a generic document list.

A home purchase does not create residence. A Cyprus company does not automatically give its shareholder permission to work. A visitor permit does not become a remote-work permit because the salary is paid abroad. These mistakes are common and expensive.

Last reviewed: 1 August 2026. This guide uses the Cyprus and EU rules published on that date. Forms, appointment systems, thresholds and evidence can change, so the live official position must be checked before travel or filing.

First separate entry from residence

A visa or visa exemption deals with entry and a limited visit. It is not a residence permit. The entry position depends on nationality, the passport, the purpose of travel and any valid residence or visa document the traveller holds.

Cyprus was not yet a full Schengen member on 1 August 2026. A Schengen visa or residence card should not be treated as a universal answer for Cyprus. Some valid double-entry or multiple-entry Schengen visas can be used under Cyprus’s published conditions, but the visa type, validity, prior use and border decision still matter.

Identify nationality and legal status

  • EU, EEA and Swiss citizens use the EU free-movement and registration framework, subject to their work, study or self-sufficiency basis.

  • A qualifying family member of an EU citizen may use MEU1 or MEU2 procedures depending on nationality and relationship.

  • A UK national protected by the Withdrawal Agreement has a different position from a person moving to Cyprus after Brexit.

  • Other third-country nationals need the Cyprus national route that matches the intended stay and activity.

Choose the route by what the person will do in Cyprus

EU registration: Yellow Slip or MEU1

An EU, EEA or Swiss citizen staying for more than three months must meet a qualifying basis such as genuine work, self-employment, study or sufficient resources with comprehensive health cover. Third-country visitor residence: Pink Slip

The visitor route is for an eligible third-country national who will live in Cyprus without economic activity. The file normally turns on lawful stay, stable resources from abroad, Cyprus accommodation, health cover, bank evidence, family documents and current medical or criminal-record requirements. Foreign remote work: Digital Nomad residence

The Digital Nomad scheme is for a third-country national working remotely for an employer established abroad or clients outside Cyprus. The published stable net monthly income test is €3,500, increased for a spouse or partner and children. It does not authorise local employment or Cyprus-facing freelance work. Highly qualified employment: EU Blue Card

Cyprus currently accepts Blue Card applications in ICT, pharmaceutical research and shipping, excluding captains and crew. The published gross annual salary threshold is €43,632. Employment through a company with foreign interests

A Cyprus company must first qualify and register under the foreign-interest-company framework. The employee then needs the correct residence and employment permission. Permanent residence from foreign income: Category F

Category F is for a person who can live from secure income available from abroad without undertaking business, trade or a profession in Cyprus. It has no fixed €300,000 investment condition and is not an employment permit or the accelerated investor route. Read our Cyprus Category F permanent residence guide.

Permanent residence by investment: Regulation 6(2)

The accelerated permanent-residence route requires at least €300,000 in a qualifying property, Cyprus company or qualifying fund category. The applicant must also satisfy the current secured-income, source-of-funds, health-cover, clean-record and continuing-compliance rules. A €300,000 purchase alone is not enough. Family, study and other routes

Family reunification depends on the sponsor’s nationality and status, the legal relationship, dependency where relevant, resources and accommodation. EU-family, Cypriot-family and third-country sponsor procedures are different. Students use the education and student-residence process. Neither should be prepared as an ordinary visitor file.

Citizenship by naturalisation

Citizenship is not a residence permit and it is not available through a new investment application. Cyprus stopped accepting new citizenship-by-investment applications on 1 November 2020. Current naturalisation depends on exact legal-residence periods, the final continuous 12 months, Greek language, knowledge of Cyprus, good character and other evidence. What the evidence must prove

The correct checklist depends on the route. Across most files, the evidence must tell one consistent story about identity, lawful stay, family, work, money, accommodation and intended residence.

  • Passport, entry history, current permit and filing deadline.

  • Employment, self-employment, study, remote-work or investment evidence matching the actual route.

  • Income, capital, bank flow, tax records and source-of-funds evidence that agree with each other.

  • Marriage, partnership, birth, custody, consent and dependency documents for family members.

  • Cyprus accommodation and the health cover required for the category.

  • Criminal-record, medical, biometric and other certificates on the current official list.

  • Official translation and Apostille or other legalisation where required.

A correct document can still be unusable if it is obtained too early and expires before filing. Timing is part of the legal work, not an administrative afterthought.

Property

A home can support accommodation evidence and, where every Regulation 6(2) condition is met, may form the qualifying investment. It never creates residence or citizenship on its own. Reduced 5% VAT

Reduced VAT on a qualifying primary residence has its own statutory area, value, use, application and certificate rules. An immigration application does not decide VAT eligibility. Read our Cyprus 5% VAT property guide.

Tax residence and non-dom

A residence permit does not make a person Cyprus tax resident or non-domiciled. The statutory day-count and other conditions must be applied. Healthcare

GeSY coverage is not automatic because someone owns a home or holds any residence permit. Eligibility depends on ordinary residence and an applicable beneficiary category. An S1 may be relevant for some EU pensioners. Other applicants may need private health insurance both for residence and day-to-day cover.

A safer moving sequence

  1. Confirm nationality, family members, present status and proposed arrival date.

  2. Define the real activity in Cyprus: work, retirement, study, foreign income, remote work, business, family or investment.

  3. Select the exact entry and residence route and check work rights separately.

  4. Plan tax, healthcare, banking, property and company matters around that route rather than using them as substitutes for it.

  5. Prepare certified documents in the right order and within their validity periods.

  6. File through the competent authority, complete biometrics and answer requests for further evidence.

  7. Track renewal, absence, continuing-compliance and future naturalisation consequences.

Frequently asked questions

Can I enter Cyprus as a visitor and apply after arrival?

Sometimes, but not for every route and not from every entry position. The visa, lawful-stay period, filing authority and category rules must be checked before travel.

Does a €300,000 property guarantee permanent residence?

No. The investment must fit an eligible category and the applicant must meet the income, source-of-funds, family, suitability, health-cover and continuing-compliance requirements.

Can I work remotely on a Pink Slip?

Do not assume so. The visitor category is based on no economic activity in Cyprus. Genuine foreign remote work should be assessed against the Digital Nomad scheme or another appropriate route.

Can a Cyprus company give me residence?

Not by incorporation alone. The company and the proposed employment or business activity must satisfy the rules of a recognised residence and work route.

Does permanent residence lead automatically to citizenship?

No. Naturalisation has its own legal-residence, continuity, language, civic-knowledge, character and resource tests.

How long does a Cyprus residence application take?

It depends on the route, filing point, appointment availability, completeness of the file and authority workload. Published examination periods are estimates, not guarantees.
