Cyprus Household Budget Data: What Official Spending Figures Mean for Relocators

This page is the official-data methodology companion to the Cyprus Cost of Living & Relocation Index. Use the Index for current city and household planning ranges; use this page to understand what the CYSTAT Household Budget Survey measures and why it is not a newcomer’s cash budget.
A careful answer needs two layers
There is no single official 2026 monthly budget for every person living in Cyprus. The latest comprehensive Cyprus Statistical Service Household Budget Survey covers 2023. It is the strongest official base, but a household should then adjust for inflation, location, housing, transport, healthcare, schooling and lifestyle.
The figures below distinguish official historic data from illustrative 2026 estimates. They are not minimum-income rules, personal financial advice or promises about what a household will spend.
Official 2023 household expenditure
CYSTAT reported mean annual household consumption expenditure of €43,263, equal to about €3,605 per month.
• Urban households: €44,548 per year, about €3,712 per month.
• Rural households: €40,505 per year, about €3,375 per month.
The largest reported expenditure shares were housing, water, electricity, gas and other fuels at 27.5%; food and non-alcoholic beverages at 14.5%; transport at 11.6%; and restaurants and accommodation services at 11.0%.
Official household-type benchmarks
The 2023 survey reported these annual averages:
• One person aged 64 or under: €24,602, about €2,050 per month.
• One person aged 65 or over: €21,993, about €1,833 per month.
• Couple, both under 65: €45,896, about €3,825 per month.
• Couple, at least one aged 65 or over: €35,484, about €2,957 per month.
These are averages across surveyed households. They are not subsistence budgets and do not mean that every household of the same type spends the same amount.
Illustrative September 2026 equivalents
For a transparent illustration only—not as an official 2026 series—the 2023 figures are increased using the 2024 annual CPI change of 1.8%, the 2025 annual change of 0.1%, and the August 2026 year-on-year national CPI rate of 3.5%.
This produces approximate monthly equivalents of:
• All households: about €3,800.
• One person aged 64 or under: about €2,160.
• One person aged 65 or over: about €1,930.
• Couple, both under 65: about €4,035.
• Couple, at least one aged 65 or over: about €3,120.
These are not official 2026 budgets. August’s annual inflation rate is not a full-year forecast, and household spending patterns may have changed since 2023.
What the survey includes and excludes
The housing category includes actual rents and imputed rent for owner-occupied homes. The survey measures consumption expenditure, not just cash needed for bills each month.
Taxes, savings, investments, loan capital repayments and property-purchase deposits are not ordinary consumption costs in the same sense. A relocating household should budget for them separately.
Why your location and housing choice matter
The national averages do not establish current rent in Paphos, Limassol, Larnaca, Nicosia or the government-controlled Ammochostos district. The property type, neighbourhood, condition, furnishing, energy efficiency, communal charges and season can make a material difference.
Ask for the full housing cost: rent or mortgage, communal fees, electricity, water, internet, heating or cooling, insurance, maintenance, parking and deposits.
Build a personal Cyprus budget
A practical relocation budget should separate:
• Housing and utilities.
• Food and household goods.
• Car purchase or lease, fuel, insurance, maintenance and parking.
• Private healthcare or insurance and any GESY position.
• School or childcare costs.
• Flights and travel to another country.
• Legal, tax, immigration, banking and company costs.
• Property-purchase costs or tenancy deposits.
• A contingency for the first six to twelve months.
Cyprus compared with the EU
Eurostat’s 2025 comparative price-level index placed Cyprus household-consumption prices at 89.2% of the EU average. That broad comparison does not mean every category is cheaper and does not adjust for local wages, tax, housing choice or household income.
