Cyprus Renovate–Rent Scheme 2026–2027: Guide for Owners and Tenants

Official status: second call of the Ministry of Interior’s Renovate–Rent Housing Scheme. Owner applications run from 16 March 2026 to 31 December 2027; tenant applications opened on 16 March 2026. Reviewed and updated 8 August 2026.
The Renovate–Rent Scheme is intended to return vacant, inactive or unused homes to the Cyprus rental market at an affordable rent. For an owner, the attraction is a renovation grant and related incentives. The trade-off is a controlled application and renovation process followed by a four-year affordable-rental commitment.
This is an active administrative scheme, not a general legal right to a grant. The current announcement, Implementation Guide, portal status and approval terms govern each application.
Key dates and headline terms
Second call announced: 16 March 2026.
Owner application period: 16 March 2026 to 31 December 2027.
Tenant applications: from 16 March 2026.
Submission portal: Affordable Housing at prositistegi.cy.
Published grant range: €20,000 to €40,000, depending on the unit’s size and the applicable conditions.
Core property concept: an existing vacant, inactive or unused residential unit.
Planning/building control: the unit must satisfy the scheme criteria, including the relevant building-permit requirement before 1 January 2012.
Post-renovation commitment: affordable letting for four continuous years.
Who may benefit?
Property owners
Owners of potentially eligible unused residential units may obtain support for renovation or upgrading, provided the ownership, unit, vacancy, permit, works and cost conditions are met. Co-ownership, mortgages, succession, title discrepancies and planning irregularities should be identified before money is committed.
Prospective tenants
The scheme is aimed at people of moderate or low income who satisfy the published tenant criteria. Registration on the portal is not the same as an immediate right to a particular property; matching, documentation and the current scheme process still apply.
Owner pre-application checklist
Obtain and review the title, ownership shares and current Land Registry search.
Check mortgages, memos, prohibitions, co-owner consent and any estate or company authority issue.
Confirm that the unit meets the scheme’s vacant, inactive or unused status and gather the required evidence.
Locate the planning and building permits and compare the approved plans with the property as built.
Identify unauthorised additions, change of use, subdivision or common-area issues before applying.
Prepare the renovation scope, contractor evidence and budget in the form required by the current guide.
Check the sequencing of application, approval, works, inspection and payment before starting non-recoverable expenditure.
Model the four-year affordable rent, maintenance, insurance, tax, common expenses and cash flow.
Plan the tenancy agreement and electronic rent-payment mechanism before the unit is offered.
Tenant pre-application checklist
Review the current income, household and documentary eligibility criteria.
Keep identification, household composition, income and current accommodation evidence ready.
Use only the official portal and verify any request for payment or sensitive documents.
Read the proposed tenancy terms, rent, deposit, common expenses, repair allocation and duration before signing.
Pay rent only through the legally recognised electronic methods required for Cyprus property rent from 1 July 2026.
Do not assume that scheme participation removes the need to inspect the property and record its condition.
Legal and practical points before committing
Title and authority
The applicant must have the legal authority required by the scheme and by any works or tenancy. A beneficial interest, pending estate, informal family arrangement or company property may require additional resolutions, consents or Court authority.
Permits and physical condition
A grant application is not a substitute for property due diligence. Approved plans, building condition, structural issues, utilities, energy work and any unauthorised development should be checked against the current guide and by the appropriate technical professionals.
Four-year rental obligation
Owners should treat the affordable-rental period as a real commercial restriction. Sale, refinancing, owner occupation, early termination, tenant replacement and breach consequences should be checked before acceptance of the grant.
Tax and rent-payment compliance
The grant, renovation expenditure, input VAT, rental income and any tax incentives should be reviewed with the owner’s accountant. Separately, Cyprus rent must be paid electronically from 1 July 2026; the tenancy agreement and payment evidence should reflect that rule.
Immediate risks
Starting works before the scheme permits them or assuming that every renovation cost is eligible.
Applying with incomplete title, vacancy or permit evidence.
Using outdated grant amounts, rent caps or forms after the guide has changed.
Signing a market-rent or short-term arrangement inconsistent with the four-year commitment.
Failing to coordinate co-owners, mortgagees, contractors, technical advisers and the future tenancy.
Relying on a portal submission without retaining the application, uploads, receipts and later approvals.
Frequently asked questions
When can owners apply?
The second call accepts applications from potential eligible owners from 16 March 2026 until 31 December 2027, unless the Ministry extends or withdraws the call.
When can tenants apply?
Potential eligible tenants may apply from 16 March 2026 through the Affordable Housing portal, subject to the current criteria and process.
Is the grant automatic?
No. An application must satisfy the current Implementation Guide and be approved. Ownership, vacancy, permits, works, cost and affordable-rent conditions require evidence.
Can the renovated unit be rented at market rent?
The scheme is designed for affordable housing and carries a four-year affordable-rental commitment. The current rent limits and tenant criteria in the Implementation Guide must be followed.
Can the Ministry change the call?
Yes. The official announcement expressly states that the Ministry may extend or withdraw the call by publishing its decision.
