Foreign Pensions and Dividends in Cyprus: 2026 Tax Guide

Cyprus tax residents receiving a pension from abroad can generally choose each year between the ordinary income tax bands and a special 5% charge on qualifying foreign pension income above €5,000. The special method is not automatically cheaper.

Foreign dividends received by an individual are generally exempt from Cyprus income tax. However, Special Contribution for Defence, known as SDC, may apply at 5% when the recipient is both Cyprus tax resident and Cyprus domiciled. A qualifying Cyprus non-dom individual is generally exempt from SDC on dividends. GESY contributions and tax withheld in the source country must be considered separately.

Start With Cyprus Tax Residence

Tax residence is determined for each calendar year under the 183-day test or, where all conditions are met, the 60-day test. Cyprus residence usually brings worldwide income within the Cyprus system, subject to exemptions and treaties. It does not mean every item is taxed in Cyprus or prevent another country from taxing the same payment.

How Cyprus Taxes a Foreign Pension in 2026

The Annual Choice

A Cyprus tax resident with qualifying foreign pension income can generally choose one of two methods for that tax year:

1. Add the pension to other taxable income and apply the ordinary income tax bands and available deductions.

2. Tax the pension separately at 5% on the amount exceeding €5,000.

The €5,000 threshold applies from 2026 and is not Cyprus's general tax-free income band. Multiple foreign pensions must generally use the same method in one year. The choice can be reconsidered in a later year.

Ordinary Income Tax Bands for 2026

The ordinary individual rates for 2026 are:

Up to €22,000: 0%

€22,001 to €32,000: 20%

€32,001 to €42,000: 25%

€42,001 to €72,000: 30%

Above €72,000: 35%

The best method depends on the pension amount, other income and deductions. A person with a €25,000 foreign pension and no other taxable income would have special-method tax of €1,000. The ordinary bands would produce €600 before deductions.

For a €60,000 foreign pension with no other taxable income, the special-method calculation would produce €2,750, while the ordinary bands would produce €9,900 before deductions.

These examples cover income tax only, not GESY, foreign withholding or treaty relief.

Pension Type and Treaty Treatment Matter

The label "foreign pension" does not settle the position. A treaty may distinguish between:

Private or occupational pensions

Social security payments

Government-service pensions

Annuities

Pension lump sums

Some pensions may be taxable only in the residence country, while others may remain taxable at source. Citizenship can matter under some government-service provisions. Check the treaty article and legal character of the payment before claiming relief.

How Cyprus Taxes Foreign Dividends in 2026

Income Tax and SDC

Dividend income received by an individual is generally exempt from Cyprus income tax. That exemption does not end the analysis.

An individual who is both Cyprus tax resident and Cyprus domiciled generally pays SDC at 5% on dividends from 2026. A qualifying non-dom resident is generally exempt.

The transitional 17% SDC treatment for certain legacy profits of Cyprus-resident companies is not a general rate for foreign-company dividends.

GESY Contributions

GESY is separate from income tax and SDC. The rate for pension and dividend income is generally 2.65%, subject to the €180,000 annual relevant-income ceiling.

Non-dom status does not remove GESY. A person who believes an exemption applies should confirm that position formally rather than relying only on foreign health coverage or an S1 document.

For example, €30,000 of ordinary foreign dividends received by a qualifying non-dom Cyprus tax resident would generally result in no Cyprus income tax and no SDC. GESY would normally be €795, assuming no exemption and that the annual ceiling has not already been reached.

For a domiciled resident, the same dividend would normally create €1,500 of SDC plus €795 of GESY, before foreign withholding or relief.

Foreign Withholding and Tax Credits

The source country may withhold tax. A treaty can limit that rate or provide relief, but benefits are not always automatic.

Cyprus may allow credit for qualifying foreign tax, subject to the treaty or unilateral-relief rules, evidence and the Cyprus tax attributable to the same income.

Retain dividend vouchers, broker statements, proof of tax withheld, tax-residence certificates and any source-country reclaim forms.

Filing and Payment Points

From 2026, residents with gross income within the relevant charging provisions can have a filing obligation regardless of age. Residents aged from 25 to 70 are also within the expanded filing requirement even below the ordinary zero-rate band.

The return for the 2026 tax year is generally due by 31 July 2027, subject to any official extension. Returns for 2026 are submitted through Tax For All.

Foreign pension or investment income may create provisional tax, normally payable on 31 July and 31 December. Review this before the annual return.

Confirm whether you are Cyprus tax resident for the relevant calendar year.

Identify every pension by provider, country and pension type.

Compare the ordinary bands with the separate 5% pension method.

Apply one pension method consistently to all foreign pensions for that year.

Check the exact double tax treaty and source-country rules.

Establish whether you are Cyprus domiciled or genuinely non-dom.

Calculate SDC and GESY separately from income tax.

Review foreign withholding, treaty relief and provisional-tax deadlines.

Keep pension statements, dividend vouchers, certificates and payment records.

Review the position annually.

Frequently Asked Questions

Is the First €5,000 of Every Foreign Pension Tax Free?

From 2026, the 5% charge applies only above €5,000. The ordinary method has a separate €22,000 zero-rate band. GESY and treaty treatment remain separate.

Can I Change the Pension Method?

Yes. The election can generally be reconsidered each tax year. All foreign pensions should use the same method within that year.

Are Foreign Dividends Tax Free in Cyprus?

They are generally exempt from income tax, but SDC, GESY and foreign withholding may apply.

Does Non-Dom Status Remove GESY?

No. Non-dom status principally affects SDC. It does not by itself remove GESY or income tax obligations.

Does Transferring the Money to Cyprus Create the Tax?

The income type, residence, domicile and treaty determine treatment. The transfer alone does not.

Is a Government Pension Treated Like a Private Pension?

Not necessarily. Government-service pensions often have a distinct treaty article, so the exact pension and treaty must be reviewed.
