A team cannot be moved under one generic visa. Each employee must be classified by nationality, role, qualifications, salary, employing entity, family and proposed start date. EU free movement, EU Blue Card and eligible foreign-interest company employment routes have different conditions and evidence.

EU and EEA employees

EU and qualifying EEA employees generally rely on free movement rather than a work permit, but Cyprus residence registration, genuine employment evidence, payroll, social insurance and family documentation remain part of the implementation.

EU Blue Card

The EU Blue Card is a route for qualifying highly skilled third-country nationals. The role, salary threshold, qualifications or professional experience, contract duration, sector and current official filing requirements must be checked before an offer is described as Blue Card eligible.

Companies with Foreign Interests

An eligible company may seek registration in the official register and use the applicable employment framework for qualifying third-country staff. Company eligibility, investment or ownership evidence, role categories, salaries and current migration requirements must be verified rather than inferred from the company name.

Family relocation

The employee's route and the family's route should be planned together. Marriage, birth, custody, dependency, accommodation, insurance, schools and the timing of family applications can affect whether the employee can relocate on the intended date.

Payroll, social insurance and employment contracts

The employer should confirm who employs and pays each person, the Cyprus place of work, probation, benefits, mobility expenses, tax equalisation if any, social insurance, confidentiality, IP ownership, data access and termination consequences.

Illustrative scenario — A software company plans to transfer twelve people from four countries. Five are EU citizens, three may qualify for an EU Blue Card, two are founders and two are spouses who may later work. A single filing date is unrealistic. The company needs a route matrix, corporate eligibility review, staged employment contracts, family packs, payroll onboarding and contingency planning for delayed arrivals.

Frequently asked questions

Can all non-EU employees use the Blue Card?

No. The current role, salary, qualifications, contract and official sector or filing conditions must be satisfied for each applicant.

Can employees start remotely while permits are pending?

Remote work from another country may create employment, payroll, social-insurance and corporate issues there. It should be approved under a separate interim plan.

Can family applications be left until after the employee arrives?

Sometimes, but doing so may disrupt housing, schooling and travel. The available route and sequence should be identified before the employment start date is fixed.
