An owner should not advertise a Cyprus villa, house or apartment as short-term accommodation simply because the platform accepts the listing. The Republic of Cyprus has a registration framework for self-service accommodation. Property status, authority approvals, building rules, contracts, insurance and tax treatment must also be checked before guests are accepted.
What must be registered?
The Deputy Ministry of Tourism states that the operator of self-service accommodation may advertise or rent the establishment only after it is registered in the relevant registry and has received a registration permit and number.
The registration number should appear in advertising or promotion and in related transactions. The official service covers self-service villas, houses and apartments.

Why should the registration number matter to an owner?
The registration number is not a decorative platform field. It is evidence that the operator has completed the relevant registration process at that point in time.
An official Deputy Ministry notice states that operating without a registration permit, or after revocation, is an offence. On conviction, the stated maximum consequences include imprisonment for up to one year, a fine of up to €5,000, or both. A continuing violation after conviction may attract an additional fine of up to €200 for each day. These are statutory maximums, not a prediction of the outcome in any case.
Who should be identified as the operator?
Before applying or advertising, establish who is legally operating the accommodation:
the registered owner;
a company;
a tenant with the owner’s written authority;
a property manager acting under a documented mandate; or
co-owners acting together.
The title, lease, management agreement and application should not contradict one another. If a company receives bookings while an individual owns the property, the contractual, tax, accounting and insurance arrangements require deliberate coordination.
What property checks should come before the listing?
Registration should not be treated as a substitute for property due diligence. Check:
The registered ownership and any mortgage, charge or restriction.
Whether the building and actual layout correspond with approved plans.
Whether the proposed use raises a planning or building-permit question.
Any title-deed, certificate-of-approval or unauthorised-alteration issue.
Rules affecting a jointly owned building and decisions of its management committee.
Mortgage conditions, insurance terms and any lease restriction.
Whether guest access, parking, pool use and common areas can be offered lawfully and safely.

What should the guest terms cover?
Platform terms do not necessarily resolve every issue between operator and guest. Clear written terms can address:
the identity of the operator and property;
total price, taxes and other charges;
deposits and the circumstances for deductions;
cancellation, refunds and changes;
check-in, check-out and occupancy limits;
house, pool, parking and common-area rules;
damage, keys and emergency contact arrangements;
complaints and dispute handling; and
the privacy notice for personal information collected directly.
Terms must be fair, accurate and consistent with mandatory consumer rules. Avoid advertising a feature, view, walking distance, accessibility standard or legal status that cannot be substantiated.
Which tax and accounting questions require review?
Short-term rental income should be reviewed with a Cyprus tax adviser or accountant in the context of the actual operator and services. Relevant questions can include:
whether the activity is carried on personally or through a company;
income-tax and record-keeping treatment;
whether VAT or another registration question arises;
the treatment of platform commissions and management fees;
social-insurance or business-registration implications; and
the tax-residence position of a non-resident owner.
Do not use an online gross-yield figure as a substitute for net-return analysis. Financing, vacancies, utilities, platform charges, insurance, repairs, management, tax and legal compliance all affect the result.
What records should an operator keep?
Maintain an organised file containing:
the current registration permit and number;
title, lease or authority to operate;
planning and building documents relevant to the use;
insurance policies and notifications;
platform listings and dated screenshots;
booking terms, invoices and payment records;
complaints, damage reports and refunds;
tax and accounting records; and
renewal dates and official correspondence.
A registration or policy that expires should not remain represented as current.
Frequently asked questions
Does owning the apartment automatically permit short-term letting?
No. Ownership is only one part of the assessment. Registration, property approvals, building arrangements, finance, insurance, contracts and tax may all matter.
Can a tenant list the property?
A tenant should not assume that possession gives authority to operate holiday accommodation. The lease, owner’s consent, registration position and other restrictions must be checked.
Does registration guarantee profit or occupancy?
No. Registration is a compliance step, not an investment guarantee. Demand, price, location, season, operating cost and competition remain commercial risks.
