What the Paphos Local Plan consultation is
The public invitation forms part of the preparation of a new Local Plan under Article 12G of the Town and Country Planning Law. It gives affected persons and bodies a formal route to present reasoned views and suggestions before the planning process moves forward.
A Local Plan can shape the longer-term planning framework for land use, development patterns, infrastructure, environmental protection and community needs. What the consultation is not
This is participation in preparing the Local Plan. It is not an application that approves rezoning of a specific plot, a planning permit, a building permit, or confirmation that a proposed development will be allowed. The official notice confirms that the existing Paphos Local Plan or Countryside Policy provisions currently continue to apply in the covered areas.
Owners, buyers and developers should continue to check the planning zone, permitted density and coverage, access, affected schemes, restrictions and permit history under the rules currently in force. A consultation submission does not replace property due diligence.

The submission period opened on 15 June 2026. The deadline is 18 October 2026, inclusive. Leaving registration, document preparation or uploading until the final day creates avoidable technical and evidential risk.

Where only part of an area is covered, or where boundaries are uncertain, check the official planning information and identify the parcel precisely rather than relying on the postal address or a general estate-agent description.
Who may submit views
The invitation is open to individuals, legal persons, bodies and public authorities. An owner may submit, but ownership is not the only possible interest. A company, association, professional body, community organisation or other affected entity may also have a relevant planning perspective.
An overseas owner is not excluded by the notice. However, access, registration and representation requirements in IPPODAMOS should be checked early. A person acting for somebody else should confirm the authority and documents required by the system rather than assuming that an informal instruction is sufficient.
How to submit through IPPODAMOS
1. Confirm that the location falls within the official Paphos coverage and identify the relevant parcel or area accurately.
2. Access IPPODAMOS and complete any registration or access steps needed for the submitting person or entity.
3. Set out a reasoned view or suggestion. Explain what planning issue is being raised, the change or policy approach proposed, and why it should be considered.
4. Attach the necessary relevant material that supports the submission and meets the digital system requirements.
5. Review names, parcel references, maps, file legibility and contact details before submitting.
6. Save the submission confirmation and a complete copy of the text and attachments.
What makes a reasoned submission easier to assess
The official notice requires reasoned views accompanied by the necessary relevant material, but it does not impose one universal evidence checklist for every issue. The appropriate material depends on the point being made. It may be helpful to identify the existing planning position, describe the practical impact, explain the requested approach and connect the request to wider planning considerations.
Maps, photographs, studies, professional explanations or ownership information may be relevant in a particular case, but they should not be described as universally mandatory unless the IPPODAMOS guide or the authority requires them for that submission. Relevance and clarity matter more than volume.
Practical context for property owners
An owner should distinguish between a current legal or planning problem and a proposal for the future Local Plan. If the concern is an existing permit, boundary, access issue, compulsory acquisition, title restriction or enforcement matter, a separate procedure or legal remedy may be relevant. Submitting a planning view does not preserve every separate right or deadline.
Practical context for buyers and sellers
A buyer should not value a property on the assumption that a consultation request will be accepted. A seller should avoid presenting a proposed planning change as an existing development right. Sale contracts, reservations and marketing materials should reflect the current verified planning position and clearly separate present rights from future possibilities.
Common questions
Can a submission be emailed or delivered by hand?
The official notice says submissions are made only through IPPODAMOS. Use the support contacts for technical help rather than substituting an email for the required submission.
Does submitting a view change the zoning immediately?
No. The consultation is part of preparing the Local Plan. Existing planning provisions continue to apply unless and until a formal change takes effect.
Can an overseas owner take part?
The notice does not exclude overseas owners. They should check IPPODAMOS access and any representation requirements early, especially if they do not have the local credentials or documents requested by the system.
