Direct answer:No. The Department of Town Planning and Housing confirms that the Peyia Local Plan remains under preparation and has not yet been published. The Strategic Environmental Assessment now available online does not itself amend zoning or replace the future Local Plan.

What is the current official position?
The Peyia Local Plan is still being prepared. At this stage, it is before the Environmental Authority for assessment of its environmental aspects under the applicable environmental legislation.
A Strategic Environmental Assessment has been made available for public information. The Town Planning Department has expressly clarified that:
the environmental study does not substitute for the Peyia Local Plan;
proposals contained in or inferred from the study reflect positions formed to date;
those proposals remain preliminary;
they have not received final approval; and
they may change during the remaining planning and environmental assessment process.
Has a parcel’s zoning legally changed because it appears differently in draft material?
No. Draft maps, environmental-study material, consultant diagrams and social-media extracts should not be described as adopted zoning.
A property owner or buyer should distinguish between:
the currently operative planning zone and policies;
a preliminary proposal under study;
the environmental assessment of that proposal;
the final plan approved by the Minister; and
the statutory objection process after official publication.
Only the correct official stage and instrument can be relied on when assessing current development rights or making a contractual representation.
What happens if the Local Plan is approved?
After completion of the prescribed process, the Peyia Local Plan may be approved and officially published by the Minister of Interior.
From the date of official publication, each affected person will have the right to submit an objection against a provision affecting them through IPPODAMOS within four months, under the procedure identified by the Department.
The four-month period has not begun merely because the environmental study is online. The trigger is official publication of the approved Local Plan.
What should Peyia owners and buyers do now?
Obtain the current official zoning and title information for the precise parcel.
Keep the preliminary environmental material separate from the operative planning position.
Record any proposal that may materially affect use, density, access, height, environmental constraints or value.
Retain technical and legal evidence that may be needed if the final published plan affects the parcel.
Monitor the official Town Planning Department page for publication rather than relying on rumours.
Avoid signing a contract that guarantees a future zoning outcome not yet approved.
How should a sale contract address an unpublished planning proposal?
Where a proposed zoning or policy change is commercially important, the contract should not present it as an existing right. Depending on the transaction, the parties may need accurate disclosure, a planning-information condition, a long-stop date, termination mechanics or an express allocation of the risk that the final plan differs from expectations.
The correct drafting depends on whether the purchaser is buying for current lawful use, future development, land banking or another purpose.
