A non-resident may be able to obtain a Cyprus mortgage, but eligibility must be checked against the actual bank product and borrower profile. Citizenship, residence, tax residence and income currency answer different questions. None should be used as a substitute for the others.

Central Bank rules: what a mortgage applicant must satisfy

The Central Bank of Cyprus framework and the bank’s product terms answer different questions. Read the consolidated credit-granting directive together with its 2026 amendments; a bank advertisement is not the regulatory rule or a commitment to lend.

Repayment capacity comes before collateral

The lender must assess sustainable repayment from income and cash flow. Valuable security does not replace that assessment. Existing commitments, future interest-rate changes and retirement income can affect the result. See the CBC credit-granting directive, paragraph 14 and Annex III. [1]

Loan-to-value limits are ceilings, not offers

The CBC’s published framework specifies a maximum loan-to-value ratio of 80% for financing the borrower’s primary permanent residence and 70% for other property financing, with a separate 50% limit for developers financing luxury properties. A non-resident buying a holiday home should not assume that a first purchase qualifies for the primary-residence limit. The lender may approve less and must confirm the property classification and accepted valuation. See CBC Financial Stability Report 2024, Table 3.1. [6]

Debt service is measured against net disposable income

Annex III limits total debt servicing to 80% of net disposable income, or 65% for foreign-currency loans. Net disposable income is assessed after expenditure; it is not gross salary. Existing debts also count. These are assessment limits, not a recommended household budget or a right to borrow. [1]

The directive’s foreign-currency definition considers the currency of repayment income or assets and the borrower’s country of residence. A euro loan can therefore raise foreign-currency issues for a borrower paid in sterling. Ask the lender to confirm the classification and assess the currency risk. [1]

9 October 2026: a specific rule for titled apartments

Under KDP 358/2026, where a purchase concerns a unit in a jointly owned building, an updated title at transfer that carries no prohibition on voluntary transfer and/or mortgaging can be submitted without the building’s planning and building permits. Where the lender takes security over the property, valuation remains required and must consider the special plan held by the competent District Lands Office, reflecting the property’s current condition.

For purchase of a jointly owned building followed by demolition and rebuilding, the new planning and building permits must be submitted before drawdown for the new construction works. This targeted documentation rule does not justify skipping independent legal checks or assuming that every untitled or off-plan unit qualifies. Read the 9 October 2026 amendment. [5]

Check valuation charges and release of security

The May 2026 amendment addresses mortgage-discharge timing and valuation costs during facility review. Review valuations are borne by the credit institution unless the credit agreement provides otherwise; that does not make every initial mortgage valuation free. Check the facility’s costs and the completion or discharge arrangements against KDP 244/2026. [4]

What current bank examples show

At the source-check date, Eurobank’s Holiday Home page expressly addressed permanent and non-permanent residents. It advertised up to 70% of property value, with maturity limited by the asset’s useful life, 25 years or the borrower reaching 65, whichever comes first. These are product parameters, not an individual approval. [2]

Bank of Cyprus’s published Holiday Home page, by contrast, described that product as being for permanent residents of Cyprus. That does not determine whether another channel or product could accept a particular non-resident; it means this page cannot be cited as a universal non-resident offer. [3]

Ask for written confirmation of the current product, residence classification, accepted income and proposed use of the property. A home intended for letting should not be presented as a personal holiday home merely to fit a product description.

Prepare the application in four parts

For identity and customer acceptance, prepare passports, address and tax-residence information and an explanation of the transaction. For affordability, organise employment or pension evidence, relevant tax and business records, bank statements and existing liabilities.

For the contribution, show how the funds were accumulated or obtained, including any borrowing or gift. For the property, assemble the contract, title and search information, relevant permits and the documents requested for valuation and security. Eurobank’s published checklist confirms identity, income and economic-profile checks, but the precise file remains bank-specific. [2]

Our bank-account guide and source-of-funds guide help structure the supporting material. Discuss certification, translation and document-age requirements before paying for documents that may not meet the bank’s specifications.

Calculate the valuation gap

Hypothetical illustration only: assume a €300,000 price, an accepted valuation of €280,000 and a lender willing to advance 70% of that valuation. The loan would be €196,000. The buyer would need €104,000 towards the price, plus costs, not merely 30% of the agreed price.

These figures are not a lending offer, a promise of availability or an indication that you qualify for that amount or percentage. A lower approved amount creates a funding shortfall even when the application is not rejected outright. Budget taxes, fees, insurance and other excluded costs separately; see the property VAT guide. The example does not mean every lender uses the same valuation basis.

Distinguish approval from drawdown

Ask for a list of conditions still to be met before funds are released. Coordinate valuation, security, insurance where required and the seller’s completion documents with the contractual dates.

Security demands also require legal scrutiny. Article 18A of Law 41(I)/2017 prohibits additional security or personal guarantees where the statutory mortgage-and-creditworthiness overcoverage test is met. It is not an automatic entitlement to a loan. [10]

Questions buyers ask

Is 70% finance guaranteed for a non-resident?

No. A product maximum is not an approval. Residency eligibility, affordability, the accepted valuation, security and the bank’s credit policy determine the actual offer. Allow for a larger contribution and acquisition costs.

Does the 80% affordability limit mean 80% of my salary?

No. The assessment uses net disposable income after expenditure and includes existing debt servicing. It does not mean 80% of gross salary. Foreign-currency loans are subject to the separate 65% limit.

Will my overseas credit score be enough?

Do not assume so. Ask what overseas evidence is required and read the separate Artemis report guide (forthcoming in this series). A foreign score is not an approval from a Cyprus bank.

What interest rate should I compare?

Compare the actual offers, including the fixed period, subsequent rate formula, APR where applicable, fees and early-repayment terms, rather than an isolated headline rate.

What happens if approval is late or the amount is too low?

The contract needs to address the agreed funding dependency. The finance-condition guide (forthcoming in this series) explains the questions to resolve before signing.

Legal support for a mortgage-funded purchase

Our Cyprus property and conveyancing service covers the purchase contract, title checks and completion arrangements. Our banking and finance service covers the legal review of facilities, mortgages and guarantees. We coordinate the legal documents with the lender’s requirements; the lender makes the credit decision.

Request a legal review of the mortgage-dependent purchase, alongside the lender’s own credit assessment.
